I read on the Canadian iPhone site that the special version of iTunes is just version 7.7 with an extra launch parameter; iTunes.exe /StoreActivationMode 1 
 
so any one with iTunes 7.7 can get activation mode, but it locks the phone as part of the activation process so there's no point using it.
