I work for Telstra and through training today i found out that the phones being shipped to all three Australian carriers are all exactly the same. They come 'Bricked' and what is required is activation on a store version of iTunes. When the phone is activated on the store computer it locks it into the carriers sim which is currently in the phone. Meaning that any sim could be placed in the phone before its activation and when it is plugged into iTunes it will lock itself to that carrier.
I thought this was a really interesting piece of information because I have been wondering how they would manage to pre-lock the phones to all the different carriers around the world.
